When required, I will use a credit card to pay for an annual bill. This is because I can not realistically save enough money to cover for my annual bills as I have asset limits. What I would do is I will use a credit card to pay all of my bills (except rent), and then I pay the credit card from smallest to largest. All cards will have at least twice the minimum balance to be paid for. Because of the asset limits, this is the only way I can pay a major bill.
